Network Lockout Fact Sheet

​Purpose - What is Network Lockout? 

The essence of Network Lockout is 'No Lock, No Work in the Danger Zone'. The purpose of Network Lockout is to reduce the likelihood of Safeworking incidents, which result in workers being present on track without track protection. Network Lockout involves each worker personally locking onto a lockbox. This isolation control is designed to prevent the unintentional release of track protection, while workers are still on track. The system is modelled off isolation and lockout processes, which already apply in other areas of Queensland Rail. Network Lockout is overlayed to the requirements of Queensland Rail’s safety management system, specifically QNRP, resulting in the enhancement of our current systems. 

What are The Network Lockout Job Roles and Competencies?

There are two (2) Network Lockout job roles involved with Network Lockout: 

  1. QR - Introduction to Network Lockout 
  2. QR - Managing Network Lockout​

Please note, as a minimum, these roles must be used in conjunction with the “Working in the rail corridor” role and additionally “Working in electrified territory” role if working in Queensland Rail’s 25kv overhead locations

  1. QR - Introduction to Network Lockout role is mandatory for all workers/contractors who intend to work in the DANGER ZONE within the rail corridor. 
  2. QR - Managing Network Lockout role is mandatory for anyone who will be involved in the preplanning and on-site implementation of the Network Lockout process (Persons in charge of workgroups, all Planners, Protection Officers, Supervisors, etc.), will be required to complete this module.

How do I Access the Training?

To ensure all workers understand the revised Network Lockout Procedure, online training is now available through the Rail Industry Worker (RIW) system as separate E-Learning modules for both Introduction to Network Lockout and Managing Network Lockout.

​​​To access the training, your company RIW System Employer Administrator will need to access the E-Learning tab and select your profile in RIW system and allocate one or both modules to you as applicable. This will generate an email to your nominated RIW system email address with a link to access the training. On successful completion of the training, your RIW system profile will be updated with the relevant job role/s and competency.​

Both Network lockout modules have a 36-month accreditation period which means the training will need to be redone every 36 months before the expiry date of the competency.
