The new Civil - External Engineering Competence Management is now available. This Specification applies to all External Engineering Organisation's (EEO's) and sole traders doing work applying to Queensland Rail's Track and Structures infrastructure.
EEO Endorsement
EEO's are required to be endorsed by Queensland Rail against the competency management requirements of the new Specification before they can perform engineering services. EEO's and sole traders are to submit a Competency Management Plan (CMP) and supporting evidence to EngineeringCompetency@qr.com.au to show how they would meet Specification requirements.
Queensland Rail will review the CMP and supplied evidence to ensure it meets the specified requirements and once confirmed, EEO's and sole traders will be notified as follows:
- They have been added to Queensland Rail's register of approved EEO's and sole traders
- Of the endorsement expiry date (max. 5 years)
- Of any conditions associated with the approved endorsement
- The process for setting up RIW System Assessors
Rail Industry Worker (RIW) System Assessment
Design Certifier and Construction Certifier are two (2) new RIW system job roles that bear responsibility for certifying all civil engineering works relating to the areas of design and construction. Each EEO is to nominate at least one (1) RIW system assessor via an application to the engineering mailbox. On receiving approval, EEOs are to arrange for their confirmed assessor/s to acquire a RIW subscription.
RIW System Assessor
The company RIW system assessor is to ascertain that evidence of competence has been met according to Queensland Rail's design and construction roles in the "Engineering Services" competency matrix. On review of evidence, the assessor is to reject or approve the assessment accordingly. The Engineering Services matrix is located under "Competence matrices" on Queensland Rail RIW webpage.
When the subscription becomes active, EEOs are to email EngineeringCompetency@qr.com.au mailbox advising of the assessor's name, DOB and RIW number. Once this info is received, Queensland Rail will arrange to have the assessor role granted and confirm via reply email. Once a candidate is assessed as valid in the relevant certifier job role, they are to certify all relevant tasks according to the approved CMP.
Sole Traders
Sole trading companies will have their certifier roles assessed in RIW system by the Queensland Rail assessor associated with the job role and are to certify all relevant tasks as per the confirmed CMP.
